Conrad Burns

Conrad Burns, an ex-U.S. Senator from Montana, now works as a lobbyist with Gage Business Consulting and Government Solutions representing the American Quarter Horse Association.

Burns, who'd been a cattle auctioneer for the Billings Livestock Commission, included the infamous “Burns Amendment” or “rider” in the 2005 Federal Appropriations Bill without knowledge or consent of the rest of Congress. The Burns Rider overruled critical sections of the Wild and Free-Roaming Horses and Burros Act of 1971 which protected America’s wild mustangs and burros from slaughter (Wikipedia).
