As of Nov. 5, 2011, the 2012 Agriculture Appropriations Bill has been passed by both the House and Senate and is in a joint conference committee where differences are to be reconciled. The House included a funding exclusion for USDA horse slaughterhouse inspections, as it has done since 2006. The Senate did not include the funding exclusion. If the current reconciliation does not include specific defunding of USDA horse slaughterhouse inspections, slaughterhouses can again operate legally in the United States. UPDATE: The Appropriations Bill was passed without the defunding exclusion, making horse slaughter for human consumption legal again in the United States.
